Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are issued from different nations. Considerable effort is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from across the border, a capacity provided through up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming guided weapons roared overhead – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: perhaps the incoming missile won't cause damage this time, sparing the city from devastation and another blackout.
Continuous Dangers
Soon after, a automatic firearm fired at a drone close by, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.
Strategic Calculations
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a principle familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is unrealistic to force Russia to surrender the land that it already controls in Ukraine's south or east.
The problem is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not change more in its advantage in the coming year.
Opposing Positions
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but averting a total frontline collapse until circumstances change in its advantage.
Existing Situation
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
